In the 1962, William Stryker, Sr. worked for the CIA. He was the father of William Stryker and grandfather of Jason Stryker. He was present when Charles Xavier revealed the existence of mutants to the CIA. His bigotry was apparent.
He briefly met Emma Frost when she was incarcerated. He hoped to keep her that way. During the Cuban Missile Crisis, he worked out a deal with the Soviets to join the Americans in attacking the X-Men. This is probably where Stryker Junior acquired his hatred of mutants.
